The Shell Eco-marathon began in 1939 at a Shell research laboratory in the U.S. as a friendly wager between scientists to see who could get the most miles per gallon from their vehicles. From these humble origins, the organized competition for fuel economy evolved and moved to Europe. The Shell Eco-marathon in its current form began in 1985 in France, attracting thousands of young engineers and scientists from 20 European countries. The Shell Eco-marathon Americas was first held at the California Speedway in 2007.

The principle of the Shell Eco-marathon is simple: to design and build a vehicle that uses the least amount of fuel to travel the farthest distance. At all events, teams can enter futuristic prototypes: streamlined vehicles where the only design consideration is reducing drag and maximizing efficiency. In Europe, there is also the category of more realistic “UrbanConcept” vehicles, designed to meet the needs of today’s drivers. Conventional fuels such as diesel, petrol/gasoline and liquid petroleum gas, as well as alternatives like GTL, solar, ethanol, hydrogen and biofuels can power the vehicles. As long as teams adhere to safety rules, the design of their vehicles is limited only by their imagination.

THE MATSUMAE INTERNATIONAL FOUNDATION 2010 FELLOWSHIP ANNOUNCEMENT APPLICABLE FOR THE PERIOD OF APRIL 2010 THROUGH MARCH 2011 DEADLINE: AUGUST 31, 2009

The Matsumae International Foundation is a nongovernmental organization. Its Fund is solely based on donations from many Japanese people who have responded with goodwill to Dr. Shigeyoshi Matsumae's call.

While many donations have been kindly offered by enterprises and groups, most of the donors are individuals who are sympathetic with the Founder's ideals, and maintain contributions to the Fund from their limited incomes.

Successful applicants are urged to seriously consider and understand the goodwill of those persons, and ensure that the provided fellowships are utilized effectively.

I. ELIGIBILITY REQUIREMENTS

Applicants of non-Japanese nationality who meet all of the following eligibility

requirements are invited to submit the required application documents.

1. Applicants must hold a Ph.D. (Doctorate) degree, or be recognized by the Matsumae International Foundation as possessing equivalent academic qualifications.

2. Applicants must be under 41 years of age at the time of application.

3. Applicants must have sufficient conversational ability in English or Japanese to prevent insurmountable difficulties during their research activities in Japan.

4. Applicants who have never been in Japan in the past and /or at present.

5. Applicants should have firm positions and professions in their home countries, and should return to their countries on completion of their fellowship stay by the Foundation.

6. Applicants who have previously been invited by the Foundation are not eligible for this fellowship program.

7. Applicants must be of sound health and not physically handicapped in any way which would not prevent from carrying out research in Japan.


II. FIELDS OF STUDY

Fields of study such as natural science, engineering and medicine are given first priority.


III. PERIOD & NUMBER OF FELLOWSHIPS

At the time of application, please indicate the length of your stay (between 3 to 6 months)

from April 2010 to March 2011. The Foundation prefers long stays (such as six months) to

shorter (such as three months). The number of fellowships given is about 20.


IV. APPLICATION PROCEDURE

Applicants should obtain the current issue of the Fellowship Announcement from the Foundation. To obtain the announcement, write to MIF with name and address by postal mail, or by E-mail. Or, download the announcement in PDF-format file from the webpage of the Foundation and print out the Application Form.


The Foundation cannot entertain requests for waivers of the eligibility requirements and other conditions, listed in the Fellowship Announcement, and will not respond to such requests.

Application must be submitted from the applicant's home country. Under no

circumstances will an application be accepted from a person already in Japan.

The Foundation never receives applications by Fax or E-Mail.

Applications must be received by the Foundation by August 31, 2009, at the latest.

The Research Associateship awards

The Research Associateship awards are open to doctoral level scientists and engineers (U.S and Foreign Nationals) who can apply their special knowledge and talents to research areas that are of interest to them and to the participating host laboratories and centers.

Awards are available for Postdoctoral Associates (within 5 years of the doctorate) and Senior Associates (normally 5 years or more beyond the doctorate).

Associates conduct research in residence at the participating host laboratory they have chosen.

2010-2011 Hubert H. Humphrey Fellowship Program

We are pleased to announce the competition for the Hubert H. Humphrey Fellowship program, a non‑degree program for mid‑career professionals in Thai government and private organizations. We invite applications from Thai citizens who have demonstrated leadership in public service for one year of non‑degree study and practical work‑related experience in the United States. For the 2010 academic year, the Foundation will recruit up to two (2) outstanding candidates.


Appropriate candidates are mid-career professionals in leadership positions in various fields. They should have a commitment to public service and the potential for professional advancement and should be currently employed by national, local or regional government units or universities or by private sector organizations, with assurances of reemployment upon return.

MMMF Educational Grants

GRANT PURPOSE: To support the education of women from developing countries who are committed to improving the lives of women and children in a developing country.

For students from developing countries who are currently studying in the United States or Canada, the MMMF awards annually grants of approximately $12,000 each; grants are not renewable. Please follow the application procedure below.

GRANT CONTRACT:
Grant recipients are required to sign a contract agreeing to the following:


If an MMMF grant recipient receives a grant from the World Bank Graduate Scholarship program in the same calendar year in which she receives an MMMF grant, her MMMF grant shall be rescinded.


The MMMF expects grant recipients to return to their home countries or another developing country within approximately 30 months after receiving their grants and then to perform at least two years of service in her country or another developing country.

As a condition of the grant, the recipient will agree to make a payment, equal to the full amount of her grant, to the MMMF if:

a.

the recipient does not return to her country or another developing country within 30 months of receiving the MMMF grant, or after completing her studies in the country the grant was awarded, or

b.

the recipient does not complete the two years of service within 54 months of receiving the MMMF grant or after completing her studies in the country where the grant was awarded.

Grants Programs are currently available

US or CANADA:the online application for the academic year 2009-10 is now available and women from developing countries currently enrolled at US or Canadian colleges/universities are elligible.

AFRICA: the online application for the academic year 2010 will be available from June 1, 2009 and women from developing countries currently enrolled in South Aafrica at either University of Pretoria or University of Cape Town are elligible.

College Scholarships and Graduate Fellowships

The U.S. Department of Agriculture’s Public Service Leaders

Scholarship Program provides combined scholarship and internship
opportunities to undergraduate and graduate students leading to
permanent employment upon completion of their degree. The program is
designed to promote public service and create access to higher
education.

To be eligible for the program, students must meet the following
eligibility requirements:

· Be a U.S. citizen, or be in the final stages of the
application process for U.S. citizenship, and will have attained
citizenship within a year of being accepted to the program;

· Be in good academic standing with at minimum 2.75 GPA based on
a 4.0 scale at an accredited college or university;

· Willingness to relocate if necessary (Mobility Agreement will
be signed upon selection);

· Have a strong interest in a career in public service with the
USDA;

· Exhibit leadership and community involvement;

· Intellectually curious

· Attend a mandatory orientation in Washington, D.C.

· And meet major and class level requirements of the
scholarship.

Netherlands and Thailand strengthen higher education ties

On 6 March Nuffic opened a Netherlands Education Support Office (Neso) in the heart of Bangkok.

The opening of Neso Thailand reconfirms the strong ties between the Netherlands and Thailand in the area of higher education. Dr Sumate Yammnoon, Secretary General of the Commission on Higher Education of the Ministry of Education spoke at the occasion, as did the Netherlands ambassador Tjaco T. van den Hout. Other speakers were E. Martijnse of the Netherlands Ministry of Education, Culture and Science and Sander van den Eijnden, director general of Nuffic, the Netherlands Organization for International Cooperation in Higher Education. Mr. van den Eijnden performed the official opening ceremony, as Neso Thailand is part of Nuffic’s global network of
Netherlands education support offices.

Window into higher education in the Netherlands
The Neso is intended to serve as a window into higher education in the Netherlands and is part of Nuffic. Neso Thailand provide information on studying in the Netherlands, on scholarships and the reality of life in the Netherlands. It additionally facilitates contact between Dutch and Thai higher education institutes, allowing them to identify potential areas of cooperation.
The Neso office in Thailand is the 10th office to be opened, following Neso offices in Indonesia, China, Taipei, Vietnam, Mexico, India, South Korea, Brazil and Russia. The Director of the Netherlands Education Support Office is Mr Soehirman Patmo. He heads a small team of Thai employees.

The French Government Scholarship

The French Government, through the Embassy of France in Jakarta, has been providing excellence scholarships to Indonesian citizens for more than 28 years. In order to pursue its objective to improveIndonesian human resources, the Embassy of France will offer scholarships for the year 2009.Those scholarships are given to government officials, lecturers, students, with a priority to those involved in a cooperation program between France and Indonesia, to undertake two kinds of training :
Master degree (maximum duration of 2 years)
Doctoral degree (maximum duration of 3 years, only on a shared cost basis)


REQUIREMENTS
Minimum diploma : bachelor degree / S1
Fluent in English (or French)
Less than 35 years old
Minimum GPA score of 3 (except for fundamental sciences - 3,5)
Submit all the documents specified in the application form
The selection committee will give priority to applicants who have already identified a master/PhD program and have had a positive answer from a French professor (or an acceptance letter).

Priority will be given to the following fields of studies :

LUF Master Degree Scholarship 2009-2010

Each year the organisation of alumni, Leiden University Fund (LUF) awards 6 LUF scholarships to truly outstanding foreign students pursuing an English language Masters Degree at Leiden University (See the list of eligible English language masters programmes on www.mastersinleiden.nl). The LUF scholarship is open to highly talented students from all countries of the world except the Netherlands. Please see below for further requirements.

SCHOLARSHIP AMOUNT
The scholarship consists of € 10.800,- for one academic year and is available for master's programmes starting per September 2009.

Applications can only be made by sending the completed
online scholarship application form to the Leiden University Fund (LUF).

REQUIREMENTS FOR ELIGIBILITY
The applicant has been admitted unconditionally to an English language Masters programme of Leiden University on the basis of prior education outside the Netherlands.
The applicant is not in his/her second year of the masters programme.
The applicant must have obtained excellent results in his/her previous studies and be for instance in the top 10% of students in his/her programme.
The applicant’s studies in the Netherlands must constitute a deepening and broadening of his/her previous studies in the home country.

European Studies scholarships

Scholarship for Foreign Students
Academic Year 2009

The Interdisciplinary Department of European Studies provides scholarships for foreign students, academic year 2009. This scholarship will allow foreign students to pay only 360,000 baht (the same rate as Thai students)

Applicant’s Requirements

  1. Bachelor degree (any field)
  2. Proficient English
  3. Statement of purpose for thesis

Conditions

  • For students of academic year 2009 who choose Thesis Programme only.
  • Average GPA during the study not lower than 3.00.
  • Granted students who cannot complete their thesis within the one academic year will have to pay by themselves the tuition fee for each additional semester (25,000 baht per semester).
  • Granted students who fail to graduate or resign during the study are required to repay full amount of received scholarship within 2 months.

Studentship for MSc Science and Technology Policy and Management 2009/10

Scotland: Studentship for MSc Science and Technology Policy and Management 2009/10, University of Edinburgh

The Institute for the study of Science, Technology & Innovation (ISSTI) at the University of Edinburgh, Scotland, is offering two studentships for 2009/10 for its MSc programmes.

The David Edge Studentship provides support for a full-time student in 2009-10 in either the MSc Science and Technology Policy and Management or the MSc Science and Technology Studies at the University of Edinburgh. The studentship is awarded by ISSTI in honour of the life and achievements of Dr David Edge (1932-2003).

The Innogen Masters Studentship provides support for a full-time student in 2009-10 taking the Life Sciences and Biotechnology specialist strand in the MSc Science and Technology Policy and Management or MSc Science and Technology Studies at the University of Edinburgh. The studentship is awarded by the ESRC Centre for Social and Economic Research on Innovation in Genomics (Innogen)

Both studentships cover the costs of the University UK/EU fees for the one-year full-time course – £4850 – plus £450 research expenses. Applications are welcome from within or outside the European Union, but the studentship does not cover the full costs of fees for non-EU students.

The closing date for applications for the studentships is 30 April 2009.

UK and EU applicants for the MSc programmes may also apply for University of Edinburgh Masters Studentships and a range of other awards.

COP15 Climate Scholarship

COP15 Climate Scholarship Denmark offers a number of full scholarships within studies of climate change. Study climate change in Denmark - apply for a COP15 Climate Scholarship

Climate change is one of the major challenges that our world faces today. In December 2009, Denmark will host the United Nations Climate Change Summit. To emphasise the importance of sustainable climate solutions, the Danish government is now launching the 'COP15 Climate Scholarship' for highly qualified students. The scholarships, which cover both tuition fees and living expenses, are made available for a range of excellent two-years Master's programmes, including MSc programmes in wind energy, environmental engineering or sustainable energy planning.

Background
In line with the overall aim of securing a climate friendly Climate Conference, the Danish Government has decided not to give any gifts or conference-kits for COP15 participants. The resources saved is instead used to create the ‘COP15 Climate Scholarship', which gives a number of international students the opportunity to pursue a masters degree within climate change studies at a university in Denmark.

2009 Chinese Government Scholarship and Xiamen University Scholarship

The Chinese Government Scholarship is a full scholarship set up by the Ministry of Education of China to enable foreign students to study in China. The purpose of the scholarship is to encourage and support international educational exchanges, and to establish internationally first-class Chinese universities.

Exemption from registration fees, tuition fees, cost of basic learning materials and accommodation;
Living allowance issued monthly by XMU to each scholarship student: (RMB)
Master's students: 1,700 RMB per month Doctoral students: 2,000 RMB per month
One-off settlement subsidy: 1500RMB per person
Comprehensive medical insurance: 600RMB/per year

Eligibility: Full-time master's and doctoral candidates abroad starting in the 2009 academic year. The scholarship is not open for foreign students who have already started their degree courses in China.

Xiamen University (XMU) Scholarship is a national key university affiliated to the Ministry of Education. XMU is to begin independent enrolment of foreign students under this scholarship as from the beginning of the 2009 academic year. Welcome foreign students to apply for the bachelor's, master's or doctoral programmes, whether taught in English or in Chinese.

Recipients will have their tuition fees covered,

Eligibility: Full-time bachelor's, master's and doctoral candidates starting in 2009 academic year.

Scholarship duration:
4-5years for undergraduate programmes,
2-3years for master's programmes,
3 years for doctoral programmes,

Tips For Getting Aid Without Delay!
Financial aid administrators and guidance counselors from around the country agree that the following tips speed up the application process.
* Important: Read the instructions!
Many questions on the FAFSA are straightforward, like your Social Security Number. But many questions are asked specifically for purposes of student financial aid. Common words like "household," "investments," and even "parent" may have special meaning. Read all instructions carefully.
* Apply Early!
State and school deadlines will vary and tend to be early. Check with them to find out their exact deadline dates.
Federal Student Aid will process your FAFSA if it is received on or before the deadline. However, in order for you to actually receive aid, your school must have correct, complete FAFSA information before your last day of enrollment.
* Complete Your Tax Return!
We recommend that you (and your parents if you are a dependent student) complete your tax return before filling out your FAFSA. This will make completing the FAFSA easier. If you have not filed your tax return yet, you can still submit your FAFSA but you must provide correct income and tax data once you have filed.
* Save Time: File Electronically!
Complete and submit your FAFSA online. It is the fastest and most accurate way to apply for student aid.
* Ask: Do I Need Additional Forms?
Many schools and states rely on the FAFSA as the single application for student aid. However, it would be wise to check with your state agency and the financial aid office at the school that you plan to attend to find out if they require additional forms.

Federal Pell Grant

Federal Pell Grant
A Federal Pell Grant, unlike a loan, does not have to be repaid. Pell Grants are awarded usually only to undergraduate students who have not earned a bachelor's or a professional degree. (In some cases, however, a student enrolled in a post-baccalaureate teacher certification program might receive a Pell Grant.) Pell Grants are considered a foundation of federal financial aid, to which aid from other federal and nonfederal sources might be added.
How much can I get?


The maximum Pell Grant award for the 2008-09 award year (July 1, 2008 to June 30, 2009) is $4,731. For the 2009-10 award year (July 1, 2009 to June 30, 2010), the maximum award is $5,350. The maximum amount can change each award year and depends on program funding. The amount you get, though, will depend not only on your financial need, but also on your costs to attend school, your status as a full-time or part-time student, and your plans to attend school for a full academic year or less.

If I am eligible, how will I get the Pell Grant money?
Your school can apply Pell Grant funds to your school costs, pay you directly (usually by check), or combine these methods. The school must tell you in writing how much your award will be and how and when you'll be paid. Schools must disburse funds at least once per term (semester, trimester, or quarter). Schools that do not use semesters, trimesters, or quarters must disburse funds at least twice per academic year.

Graduate Scholarships in Oceanography

The National Oceanic and Atmospheric Administration's Dr. Nancy Foster
Scholarship Program recognizes outstanding scholarship and encourages
independent graduate level research -- particularly by female and
minority students -- in oceanography, marine biology and maritime
archaeology.

Application Process
Applicants should apply on-line through grants.gov. Follow the instructions on grants.gov carefully. The on-line process has several steps and takes time to complete, so visit the grants.gov site early in order to accomplish all steps. The deadline date including time of day is firm. All documents in the application package must be in “word” or scanned as PDF files and uploaded into grants.gov.

Paper applications will be accepted only from those individuals who do not have access to the internet. In such cases, paper applications should be sent to:

AARP Foundation Women's Scholarship Program

The AARP Foundation's Women's Scholarship Program provides scholarship
funds to women 40+ seeking new job skills, training, and educational
opportunities to support themselves and their families. The AARP
Foundation Women's Scholarship Program is available to eligible
individuals with moderate to lower incomes and limited financial
resources.

Who is eligible to apply?

To be eligible for the scholarships, applicants must be:

* Women
* Age 40 or over by March 31, 2009
* Able to demonstrate financial need
* Enrolled in an accredited school or technical program within 6
months of the scholarship award date.

The application deadline is March 31, 2009, at 5:00 pm Central Time (CST). The application will not be available after this time.

2009 QuestBridge College Prep Scholarship

QuestBridge’s College Prep Scholarship provides more than 1,000 awards that equip outstanding low-income high school juniors with the knowledge necessary to compete for admission to top-ranked colleges.

Selected students will receive one or more of the following awards:

* Full scholarships to summer programs at leading
universities: 10 students will receive free counseling from
QuestBridge to support their applications to summer school programs at
Harvard, Notre Dame, Stanford, or Yale. If accepted, they will receive
scholarships covering the full cost of travel, tuition, and room &
board.
* Individualized college admissions counseling: 40 students
will be paired with an experienced counselor from QuestBridge's staff
who will provide personalized admissions and financial aid advice.
* College Admissions Conference invitations: 1,000 students
will be invited to QuestBridge conferences at Stanford and Yale.
Participants will attend workshops on how low-income students can
successfully apply to leading colleges. They will also meet college
admissions officers and learn more about the opportunities that
QuestBridge offers.
* All-expense-paid campus visits: 100 students will have
their travel expenses, and room & board covered to visit a QuestBridge
partner college campus.
* Tele-mentoring with college students: 100 students will be
paired with an Amherst College student who will advise them by phone
and e-mail about the college admissions process.
* In addition, qualifying Jewish students are eligible for
the Edward Fein Foundation Scholarship Awards program at QuestBridge.
Students selected as "Fein Fellows" will be rewarded for their
academic achievement with scholarships to summer programs at leading
universities, laptop computers, and scholarships for SAT preparation
courses.

University of Heidelberg new PhD scholarships

General Introduction
The Graduate Programme for Transcultural Studies (GPTS) is part of the Cluster of Excellence "Asia and Europe in a Global Context: Shifting Asymmetries in Cultural Flows" at the University of Heidelberg. It offers a structured PhD programme within the interdisciplinary research environment of the Cluster. The programme's main location is the Karl Jaspers Centre (KJC), situated at the University of Heidelberg. PhD students will be trained by scholars working within the Cluster and will have access to a vibrant international scholarly community. The doctoral programme offers (a) an introduction to theories and methodologies of transcultural studies, (b) access to a well-equipped work environment supported by European and Asian institutions, (c) participation in the gathering of textual and nontextual source material, (d) support of PhD projects which are linked to the broad research fields pursued by the Cluster.



Application
The PhD programme addresses highly qualified applicants whose PhD-project fits in one of the Cluster's Research Areas. You find details about the Research Areas and respective Research Projects here. In addition applicants are encouraged to indicate to which of the newly established Research Projects their respective PhD proposal could possibly contribute. Scholarships range from 1000 to 1400 € per month depending on family allowance. Half of the scholarships are reserved for students from Asia. Applicants are required to have graduated at a Master level or its equivalents by the time of their application. Applicants must hold an above-average university degree (B+ or better; magna cum laude; grades: 2+ better or 1,7 equivalent).

SEAPA opens applications to 2009 Journalism Fellowship Program

The Southeast Asian Press Alliance is now accepting applications for the 8th SEAPA Journalism Fellowship Program, centered on this year's theme, "The Challenge for Democracy and Human Rights Under the New ASEAN Charter".

Every year since 2002, SEAPA has provided journalists of Southeast Asian nationalities with the opportunity to explore common issues affecting the communities and nations of their region. The Fellowship runs for three weeks in May, inclusive of two three-day workshops, and two weeks to cover in a Southeast Asian country other than that of the Fellows' respective bases.

For the 2009 Fellowship, the Fellowship theme is, "The Challenge for Human Rights Under the New ASEAN Charter".

Journalists interested in taking part in the program are invited to accomplish and submit an application form downloadable from the SEAPA website, along with a story proposal (no more than 1,000 words) in line with the given theme. Applicants must also submit two articles published from 2007 to 2009, an ID picture, curriculum vitae, and certification of employment from their media company. (Freelancers may submit certification from editors of publications where their submitted clips appeared.)

About the theme:
The ASEAN Charter was adopted at the 13th ASEAN Summit in November 2007 and came into force in December with a meeting of ASEAN foreign ministers in Jakarta.

Beyond rules of membership and ASEAN's vision for single free trade area by 2015, the ASEAN Charter affirms that among others, one of ASEAN's purposes is "to strengthen democracy, enhance good governance and the rule of law, and to promote and protect human rights and fundamental freedoms..." The Charter's outline of Principles emphasizes the need for "adherence to the rule of law, good governance, the principles of democracy and constitutional government" as well as for the community's "respect for fundamental freedoms, the promotion and protection of human rights, and the promotion of social justice."

Article 14 of the ASEAN Charter goes as far as to commit that "ASEAN shall establish an ASEAN human rights body."

The mechanisms of such a body, however, have yet to be spelt out and finalized. Indeed, analysts and critics of the Charter stress that the stated principles and purposes relating to human rights and democracy must be weighed against ASEAN's historical emphasis on "non-interference" and on its tradition of moving by consensus.
Given such developments and continuing concerns, the SEAPA Journalism Fellowship 2009 asks: What issues and stories might the region's journalists want/need to highlight or explore to illustrate and discuss continuing challenges for democracy and human rights in Southeast Asia, the new ASEAN Charter considered or notwithstanding?

Story ideas could center on profiling people, communities, policies, events, or issues that can illustrate human rights challenges in the context of the ASEAN Charter.

Journalists interested in applying for this year's Fellowship are invited to submit, along with all requirements, a proposal/essay for a potential investigative feature, centered on a topic to be explored in a Southeast Asian country other than their own.

Over three weeks in May, SEAPA Journalism Fellows will be supported by SEAPA by way of:

• Two round-trip economy air tickets: The first to fly out from the Fellow's Southeast Asian country of origin and back; and the second to allow for coverage in a second SEA country.
• Two three-day seminars with ASEAN officials, and experts and analysts on Southeast Asia and the ASEAN Charter.
• Hotel accommodations and/or housing allowances for the duration of the Fellowship Program.
• Modest but adequate per diem and/or meals for the duration of the Fellowship program.

Output:
Fellows are required to finish a draft of an investigative/news feature article on their chosen topic by the end of the Fellowship program in May. Fellows are also expected to publish their final articles in their home publications within a month of the conclusion of the program.
