Special Program of “Engineering Science 21st MEXT Scholarship

Special Program of  “Engineering Science 21st Century”  for Graduate Courses in English Graduate School of Engineering Science, OSAKA UNIVERSITY “Enrollment in October 2013” Application Guide for Foreign Students applying for Japanese Government (Monbukagakusho:MEXT) Scholarship

1. Admission Capacity [TENTATIVE]
Master’s and Doctoral Course:  Five students who are going to enroll in the Doctoral Course after completion of Master’s Course
Doctoral Course:
Five students
Both capacities are in total for
          Department of Materials Engineering Science,
          Department of Mechanical Science and Bioengineering, and
          Department of Systems Innovation,

2. Application Requirements
Applicant must be a newly-arriving foreign student who
  -  has a cumulative grade point average of 2.30 or higher for the last two full years of study and  must be a student who is expected to maintain the same level while receiving scholarship, and
  -  fulfills the following requirements and will be able to perform research at postgraduate level.

(1) Eligible applicants : must belong to one of the following categories:
   (a) Non-Japanese who hold a resident visa (College Student Visa), the status of which permits enrollment in a Graduate School under the Immigration-Control and Refugee-Recognition Act.
   (b) Non-Japanese who are expected to obtain the above status upon enrollment in the Graduate School, under the Immigration-Control and Refugee-Recognition Act.

(2) Nationality : Countries whose citizens are eligible for the Monbukagakusho (MEXT) Scholarship .

(3) Age Born : after April 2, 1978.

(4) Academic career
Master’s and Doctoral Course applicants must
   (a) have graduated from a university or college or are expected to graduate prior to the date of  enrollment to the course;
   (b) have completed 16 years of formal school education in countries other than Japan or be expected to complete it prior to the date of enrollment to the course;
   (c) have completed 15 years of formal school education in countries other than Japan or be  expected to complete it prior to the date of enrollment to the course, and be approved as having outstanding academic records by the Graduate School of Engineering Science, Osaka University;
   (d) have completed 15 years of formal education program in Japan that is administered by foreign schools and is approved by the Minister of The Ministry of Education, Culture, Sports, Science and Technology (MEXT) of the Japanese Government or are expected to complete it prior to the date of enrollment to the course, and be approved as having outstanding academic records by the Graduate School of Engineering Science, Osaka University; or
   (e) be approved as an equivalent academically to a university graduate by the Graduate School of Engineering Science, Osaka University and be at least 22 years of age prior to the date of enrollment to the course.

Doctoral Course applicants must
   (a) have completed a master’s course at a graduate school of university/college or be expected to complete prior to the date of enrollment to the course;
   (b) have either graduated from a Japanese university, or completed 16 years of formal school education in countries other than Japan followed by at least 2 years of research experience at universities/research institutes, and be approved having research ability by referring their research achievement as equivalent to master’s degree level by the Graduate School of Engineering Science, Osaka University; or
   (c) be approved as an equivalent academically to a master’s course graduate by the Graduate School of Engineering Science, Osaka University and be at least 24 years of age prior to the date of enrollment to the course.

(5) Language ability
Required English proficiency is above 79 for TOEFL-IBT, 213 for TOEFL-CBT, 550 for TOEFL-PBT or equivalent.

(6) Health
Applicants must be good in health, and free from any infectious diseases.

(7) Attendance availability
Applicants should arrive in Japan immediately prior to the date of enrollment and start the course on the date of enrollment.

(8) Notes on ineligible applicants
Applicants are not eligible, if they belong to one of the following categories listed by MEXT. Any grantee who falls in any of the followings is disqualified from the scholarship.
(a) The Applicant is an active member of the military or a civilian employed by the military.
(b) The Applicant is unable to travel to Japan within the dates set by the receiving university.
(c) The Applicant who was a grantee of a Japanese Government Scholarship in the past will not be selected unless he/she had at least three years of research or teaching experience after returning to his/her home country. This exclusion will not apply to (i) JAPANESE STUDIES STUDENTS or (ii) a foreign student who was in Japan under JAPAN-KOREA JOINT EXCHANGE PROGRAM FOR THE STUDENT IN SCIENCE AND ENGINEERING DEPARTMENTS and returned to home country after completing his/her study.
(d) The Applicant is already the recipient of a scholarship from an organization (including a government organization in his/her country of origin) other than MONBUKAGAKUSHO (MEXT).
(e) The Applicant is applying for this scholarship through more than one university or at the same time applying for other support program for international students by MONBUKAGAKUSHO (MEXT) or Japan Student Services Organization (JASSO). (including the Applicant who has been selected as a grantee of a support program by MEXT or JASSO and who will continuously have the same support in the semester which starts in October 2013)
(f) The applicant is residing (or planning to reside) in Japan prior to starting the semester in October 2013. (The Applicant is to enroll at a university in Japan as a privately funded student in  academic year 2013 and will still be enrolled in the semester which starts in October 2013.
